It would be really cool if we could put up a voting feature in a topic.

Yes, I think that would be a great feature. It doesn't come built in to phpBB. But there might be an extension that does it.
In the meantime, a good workaround would be to create a poll that asks about the topic of interest. You can add a poll when you create a new topic. You'll see the option to at the bottom, below the submit button.
