In this dream my husband was accusing me of being unfaithful. I told him that I didn't know what he was talking about & that I wasn't unfaithful to him. I was so sad that he thought I was. Then he took out some rocks & said he wanted to make a covenant with him.
When I woke up I felt that my husband represented the Lord & not my earthly husband. Specifically I wonder what the rocks might mean in relation to making a covenant?

Do you have any additional details? How many stones? Where did your husband get them? What did they look like? Where were you? Was it night or day? Inside or outside? When trying to understand dreams, it is very important to have as many details as possible.
There does seem to be a natural connection between the elements in your dream. The Bible frequently uses stones as a symbol or sign of a "witness" to a covenant and of faithfulness. For example:
Joshua 24:19 And Joshua said unto the people, Ye cannot serve the LORD: for he is an holy God; he is a jealous God; he will not forgive your transgressions nor your sins. 20 If ye forsake the LORD, and serve strange gods, then he will turn and do you hurt, and consume you, after that he hath done you good. 21 And the people said unto Joshua, Nay; but we will serve the LORD. 22 And Joshua said unto the people, Ye are witnesses against yourselves that ye have chosen you the LORD, to serve him. As you known, the Bible frequently presents God as "husband" so all the elements seem to fit together quite well with your intuition.
There also is another story in Joshua concerning 12 stones and the ark of the covenant. This is the first story that came to mind when I read your dream:
Joshua 4:1 And it came to pass, when all the people were clean passed over Jordan, that the LORD spake unto Joshua, saying, 2 Take you twelve men out of the people, out of every tribe a man, 3 And command ye them, saying, Take you hence out of the midst of Jordan, out of the place where the priests' feet stood firm, twelve stones, and ye shall carry them over with you, and leave them in the lodging place, where ye shall lodge this night. 4 Then Joshua called the twelve men, whom he had prepared of the children of Israel, out of every tribe a man: 5 And Joshua said unto them, Pass over before the ark of the LORD your God into the midst of Jordan, and take ye up every man of you a stone upon his shoulder, according unto the number of the tribes of the children of Israel: 6 That this may be a sign among you, that when your children ask their fathers in time to come, saying, What mean ye by these stones? 7 Then ye shall answer them, That the waters of Jordan were cut off before the ark of the covenant of the LORD; when it passed over Jordan, the waters of Jordan were cut off: and these stones shall be for a memorial unto the children of Israel for ever.
Marriage is a covenant. All these symbols fit together quite naturally. It would be interesting if you could recall more details of the dream. Did you write it down?

There are more details:
I remember sitting at a rectangle table when he was accusing & there was another man there of which he was accusing me of being unfaithful with. Then we were outside at dusk & he had a group of rocks/stones in his hand when he asked me to make a covenant with him. I am not sure how many rocks but enough to fill up his hands & they were not little or huge, but medium size. I'd say there were probably 4 or 5. We were standing facing each other. That's about all I remember.
