The Assyrians were known to be very brutal and powerful in the closing chapters of 2Kings. Their brutality is very well known outside the Bible; how they tortured their enemies and then put them to death.

Whereas Manasseh the king of Judah was known to have been probably the most violent King in Israel history that God had to judge Judah for filling the streets of Jerusalem with blood even though he repented afterward (2Kings 21), Nahum describes Nineveh in likewise manner.

The pride of the kings of Assyria is well known for thinking too highly of themselves such as King Sennacherib (2 Kings 18, 2 Chronicles 32, Isaiah 36).

For this reason Jonah was refusing to preach to the Ninevites. They were very brutal towards Israel. But God's ways are higher than man's ways and his thoughts are higher than man's thoughts.

So their humbling themselves after that arrogance is a mighty act as well as Jonah preached. And Jesus speaks well of Nineveh when comparing to the cities of Israel of his time.
