Here's an example of men being personified as beasts. Now I know why leaders and kingdoms such as Daniel 7 and Revelation 11, 13-19 are described as beasts.
2 Peter 2:12
But these, as natural brute beasts, made to be taken and destroyed, speak evil of the things that they understand not; and shall utterly perish in their own corruption;
Revelation 17:8
The beast that thou sawest was, and is not; and shall ascend out of the bottomless pit, and go into perdition: and they that dwell on the earth shall wonder, whose names were not written in the book of life from the foundation of the world, when they behold the beast that was, and is not, and yet is.

And for those who might not realize the numerical connection, Rev 17 corresponds to Spoke 17 of the Bible Wheel which is where we find 2 Peter on Cycle 3.
But I'm not sure how this "explains" why Scripture uses beasts to represent governments. It also uses "beasts" (the four cherubim) to reveal the nature of Christ.

Nice link! In both there's 'beast' and 'destruction'. Jude 1:10 also compares men to beasts but there's no direct reference to their destruction.
Man was created on the same day as beasts. Day 6. But Sabbath (Day 7) was made for man. (Mark 2:27) If man doesn't progress towards the Sabbath, he is stuck with the beasts on Day 6 and he will eventually perish. Beasts were made to be taken and destroyed. That's one of the reasons why the Beast of Revelation is named 666. Thus we should enter into God's Covenant Oath (=7), God's Rest (=7).
Now it's cool stuff that the link above is on Spoke 17, which is found on Diameter 6!
As for the four beasts around God's Throne, note the early posts of Comparing Verses (http://www.biblewheel.com/forum/showthread.php?t=658).
